Note to students
For this assignment, you are asked to provide a synthesis in the
form of an essay of not more than 2,000 words. You are expected to
provide a structured argument that considers alternative
perspectives and reaches a conclusion based on the evidence as you
see it.
Material in Block 4 is the starting point for this question. For
example, Chapter 2 gives insights into how technology bears on
economic efficiency and environmental conservation; Chapter 3 deals
with economic approaches to environmental objectives; and Chapter 4
addresses the political conditions for achieving environmental
policies. The video program on Lake Baikal addresses the question
from the perspective of a country in transition.
You should also draw on earlier parts of the course. There are
useful examples of conflicting economic and environmental
objectives over water and energy in Book 3. Book 3 Chapter 5 and
Book 2 Chapter 7 provide insights into contemporary perspectives on
issues of economy and environment. Book 3 Chapter 2 and Chapter 7
consider various aspects of valuing different objectives. Also, the
discussion on extinction in Book 1 is also a useful source of
examples and debate.
The point to emphasize is that you must set up your own
argument, drawing from the course where appropriate to support
points you make or to provide relevant illustrations. You should
avoid simply reproducing arguments from a specific chapter.
In approaching the question, note first that the process words
here are ‘to what extent’ which requires you to make an
evaluation, to weigh up the strengths and weaknesses of opposing
arguments before coming to your own judgment. You are asked to
indicate ‘to what extent' you agree or disagree with the
statement — in other words you may reach a qualified
conclusion.
You will also need to indicate what is meant by
‘objectives’. There is no specific definition given in the
course but, at various points, different types of objectives have
been presented. For example, among possible environmental
objectives might be conservation of resources, protection from
pollution, and concern for animal welfare or improvement in public
health. Economic objectives may include development, growth,
improvement of well-being, employment, and profit or wealth. You
may wish to focus on specific objectives or identify a more general
application of the term. What is important is that you define your
terms at the outset. You will also need to be clear about the
context of your answer. You should specify the scale — local,
national, regional or global — to which your answer applies. You
should also indicate the empirical scope of your answer. In other
words, what issues, activities or case studies are covered? The
context will enable you to indicate the extent to which your
findings can be applied to other scales, issues or activities.
There are many routes into the question. You might choose to
focus on a case study using evidence to support or question the
statement. But you are expected to find evidence other than that
you have previously used in your project. You might consider the
economic and environmental objectives in turn, relating them to a
particular issue, policy or activity.
You might use one or more of the course themes or analytical
concepts to help you in your evaluation, but you should guard
against making the structure of your answer too complex.
Your task is to set out your argument, provide an analysis and
reach a conclusion which emerges from your evaluation. You will
recognize that this question relates to central debates about how
societies should respond to environmental issues. By this stage in
the course, you will probably have thought about this debate —
now is your chance to set out your own thinking on the matter.
